The Breakaway Civilization is the organizing idea beneath the whole Secret Space layer: the claim that somewhere in the last century a faction of humanity quietly split away — funded by black budgets, armed with suppressed technology, and shielded by national security — and built a second, more advanced society the rest of us never see. Historian Richard Dolan coined the phrase to name exactly this possibility.
Where the idea comes from
The honest seed is real. Classified "special access programs" genuinely exist, some so compartmentalized that even oversight committees cannot fully audit them, and the machinery of secrecy the rest of the map tracks is documented fact. From there the thread extrapolates a single step further: if a program can be hidden this well, perhaps an entire enterprise can be too.
How the map holds it
The leap from "unaccountable secret programs" to "a breakaway space-faring society with its own fleet and colonies" rests on testimony, not evidence. The map keeps the documented floor — real secrecy, real black budgets, real gaps in accountability — and marks the rest as a hypothesis worth naming but not yet proven: the umbrella under which the layer's SSP claims gather.
Held literally, the Breakaway Civilization is a hidden second humanity; held with care, it is a sharp question about how far unaccountable secrecy can really run. The map keeps the question open and the evidence bar honest.
