Who's In Control? is the question the whole layer circles: at the wheel of the future, is it us, or something acting on us? It sits between taking control of the ship and the uneasy sense of being steered.
What is documented
Some steering is real and well-evidenced. Attention is shaped by media, feeds, and incentives; behaviour is nudged by design; narratives are managed. Taking that seriously is not paranoia — it is literacy, and it connects to the hidden control systems layer. Naming the pressures on a choice is the first step to making the choice freely.
Where the map holds the line
The leap the map declines is the totalising one — that a single hidden hand is steering every timeline, so nothing you do matters. That story is unfalsifiable and, worse, disarming: it hands away agency in the name of naming who took it. The honest answer is "partly both," and the useful stance is to reduce the steering you can see while refusing the fatalism that would make the rest of the question moot.
Control is shared, contested, and never total — which is exactly why sovereignty is a practice rather than a possession, and why the question is worth keeping open.
